ELISA operates primarily through the work of the Working Groups. Membership of the Working Groups allows services to take a proactive role in influencing collaborative project development in the city. The Working Groups are essentially decision making bodies and members can either make decisions to further the aims of ELISA on behalf of their institution, or be willing to take proposals to their managers and procure agreements on behalf of their institution. The Working Groups report to the Full Committee.
Working Groups can be set up to work on a key issue whenever a need is identified. This provides member services and institutions an opportunity to take a lead in directing important collaborative developments. There are three Working Groups operating at present (2009). They focus on the following issues:

- Staff Development & Training
